FAQs for Agencies in the supply chain
Unlike agency-led PSL models, where a single agency (a ‘Master Vendor’) controls bookings allocation and supplier terms throughout the supply chain, Agency Manager is a pure-play software tool that allows Trusts and schools to work directly with agencies under terms that they themselves set. There are no exclusivity clauses or intermediaries restricting booking flows, or hidden agendas that could affect supply chain agency placements.
Agency Manager is a Vendor Management System (VMS) – that is, a technology platform that incorporates contract & PSL management, supply requisitions and timesheets, and back office and MI features for a commissioning school, Trust or Local Authority.
Agency Manager is different from traditional VMS systems because it is built specifically for the education sector, and allows schools to manage their own requisitions, end-to-end, from connected agencies and Supply Pools. There are a wide variety of workflow configurations, so each implementation of Agency Manager will be different.
Schools log into the platform to post their supply jobs, and connected agencies submit available candidates to the school. Schools then choose the best fit for them, and either allocate the job directly to the worker or notify the agency of their preferred candidate for the agency to confirm. Either way, the agency has full visibility on all activity. Many bookings workflows are possible – see our video for more information.
Agencies on a client’s PSL get access to a candidate submissions portal (access is provided when an agency is admitted onto a client’s PSL). They can use this to submit candidates to requisitions they receive from schools. When a candidate is booked, timesheets are created in the system for both school and agency.
PSL agencies can opt to purchase additional software and services from Teacher Booker as well. Available options include CRM and compliance software, payments automation, 3rd party CRM integration, and our full end-to-end AgencyOS product (learn more).
Terms of business will be governed by the client who is implementing Agency Manager to manage their PSL (e.g. the MAT or Local Authority) – not Teacher Booker. There are likely to be clear, transparent margin caps and terms of business, which are set and agreed during the PSL setup process. Agency Manager is a software tool, and is procured separately from the PSL contract.
Agencies remain fully responsible for vetting and compliance. The VMS helps track and manage documentation, but responsibility for vetting and compliance remains with the agency.
No. Unlike traditional Master or Neutral Vendor models that charge transaction fees or take a percentage of spend under management, Agency Manager is free for supply chain agencies to use as part of a PSL arrangement with a MAT or LA. Additional services procured from Teacher Booker by an agency, separately from the PSL contract, are chargeable to the agency – for example agency submission portal enhancements, CRM integration, or payment processing services.
Teacher Booker is a software provider and Agency Manager is one of our software products. We charge a licence fee to the client.
